Coalition Management
CDI professionals have significant experience with coalition and association management. Examples of CDI coalition management services include: submitting progress reports, providing logistical support and materials for coalition meetings, web site design and maintenance, public relations and media activities, and grassroots campaigns. We serve as virtual administrators for coalitions and manage government affairs activities for several national trade associations.

Homeland Security
Following the events of September 11, 2001, and the anthrax attacks thereafter, homeland security has emerged as a comprehensive, nationwide campaign to protect America’s people, assets and national treasures against a wide range of current and evolving terrorist threats.

Concerned citizens, businesses, universities and others in the public and private sectors seek to contribute to homeland security and to leverage their respective skills and technologies to support the war against terrorism. At the same time, federal, state and local governments are reorganizing and restructuring to address threats to the U.S. homeland. Leveraging our exceptional expertise, relationships and access to all levels of key executive agencies and legislatures, CDI professionals provide unparalleled support to those clients wishing to advance homeland security.

The CDI team has substantive ongoing activities within the fields of national defense, energy, domestic security, health care, and science and technology that provide unique synergies with evolving homeland security imperatives such as installation protection, counter proliferation, food and water safety, bioterrorism and chemical/biological defense, border security, radioactive waste disposal and security, transportation security, information assurance, and financial services. By combining our vast issue and process expertise with innovative business development and legislative strategies, in 2003 we obtained new first responder funding for the ambulance industry and funding for law enforcement equipment upgrades.

Healthcare
CDI health professionals have been engaged in many of the landmark health policy debates shaping our health policy today, including public and private health insurance coverage and reimbursement, managed care reform, Medicare and Medicaid reimbursement and reform, and bioterrorism preparedness. We recently procured for our hospital and other health care provider clients, both rural and urban, reimbursement increases in the Medicare prescription drug bill.We also partnered with our mental health and substance-abuse treatment clients in advocating equitable treatment under private health insurance for those who have mental illness and addictive disorders. CDI believes so strongly in the health services our clients provide to communities that we encourage and coordinate visits to our clients by policymakers to put a human face on the impressive work being accomplished. Defense
CDI has unmatched expertise and an outstanding record of client satisfaction in the defense sector related to research, development, procurement, and acquisition.We also provide a special expertise to a much wider range of clients: assisting bases and communities involved in the base closure and realignment process. Because of the strong ties between military installations and the communities that host them, reexamination of sites by the Department of Defense may be viewed as unsettling news.

The base closure review is not an either/or process. Frequently, an installation has capabilities that our team utilizes to grow it through a very important part of the base closure process, –realignment.Where the installation we represent appears vulnerable, we work to make maximum use of privatization and state and local incentives that factor into base closure criteria. Our success on behalf of various communities represents some of our most gratifying work.

Emerging Technologies
Information technology has changed our society in the workplace, education, and healthcare delivery and management, giving rise to a myriad of new businesses and products. CDI professionals have broad experience in developing proposals and projects, securing funding, and implementing new systems based on advances in computing and networking capabilities. Our expertise includes: distance learning; bioinformatics; digital divide issues; digital government; advanced computing and networking for institutions; computer assurance and cybersecurity; and spectrum allocations.

Employee Benefits
Helping employers and insurers understand and leverage the relationship between the tax code, the Employee Retirement Income Security Act (ERISA) and the Social Security Act amendments is increasingly important as the cost of providing health and welfare plans in the workplace has skyrocketed. CDI professionals assist clients in leveraging and capitalizing on and opportunities like the one created by the new Health Savings Accounts included in the 2003 Medicare prescription drug law.

Today’s new federalism means more and more local governments are being held responsible for program implementation. CDI has been very successful working with local governments to secure funding, achieve legislative solutions, and develop and submit grants. Based on this experience we provide our clients expert counsel and achieve demonstrable results related to empowerment zones, block grants, transportation, housing, law enforcement, healthcare and education.

Telecommunications
CDI telecom professionals are directly involved in today’s fast paced and ever changing telecommunications policy debate. CDI clients need quick solutions for some of the most hotly debated telecom issues debated today: modernization of the 1996 Telecommunications Act to create competitive markets; potential for regulation affecting Voice over Internet Protocol; Universal Service Fund issues; and the impact of E-911 on wireless service providers.

Transportation and Infrastructure
A primary CDI practice area is transportation and infrastructure investment. CDI principals have many years experience working with the appropriations and authorization committees on issues affecting the aviation, rail, transit, highway, and maritime industries. CDI achievements for our clients include: assistance on airport grants, aviation and passenger safety; air traffic control modernization; and a variety of issues affected by emerging technologies.

Concerning surface transportation, CDI was actively involved in establishing priorities and securing funds in the landmark Transportation Equity Act for the 21st Century (TEA-21) and our work continues in the SAFETEA reauthorization effort. CDI represents clients at the Department of Transportation and various state agencies in order to secure grants for highways, transit, and rail projects for a variety of clients, as well as research support for a number of universities and transportation centers.
