Paul Nagle, Principal

Paul Nagle, a Principal at Capitol Decisions Inc., is a leading expert on telecommunications, Internet, privacy, and consumer product issues.

Previously, Mr. Nagle was the Republican Chief Counsel for the Senate Committee on Commerce Science and Transportation.  He was responsible for overseeing all of the legislative activities of the Committee including major legislation in the areas of communications law, Internet governance, technology, Federal aviation, consumer product safety, and privacy.

Mr. Nagle also participated in the Commerce Committee’s oversight of many key agencies, such as the Federal Communications Commission, the Federal Trade Commission, the Department of Commerce, the National Telecommunications and Information Administration, the Department of Transportation, the Federal Aviation Administration, the National Oceans and Atmospheric Administration, and the National Institutes of Standards and Technology.

Mr. Nagle regularly coordinated Commerce Committee activities with the Majority and Minority Leadership, the White House and other interested parties.  Major legislative accomplishments included sections of the Deficit Reduction Act of 2005, The Security and Accountability for Every Port Act, and the Internet Tax Moratorium with the House.  He was the lead Republican Senate staffer on the conference for the Consumer Product Safety Improvement Act, the NET 911 Improvement Act, and portions of the Implementing Recommendations of the 9/11 Commission Act of 2007.

Mr. Nagle learned firsthand about Federal agencies by working at the FCC.  He spent over two years there working on broadband and homeland security issues in the Legislative Affairs Office under then-Chairman Michael Powell.  Mr. Nagle helped the Chairman’s office shape policy and strategy, and draft testimony.  He made presentations to foreign nationals and other officials concerning the role of the FCC and the Hill on behalf of the USTTI, the Intergovernmental Advisory Committee, and other groups.

Prior to working at the FCC, Mr. Nagle was an associate at the Washington, D.C., law firm of Wilkinson Barker Knauer LLP assisting various telecommunications clients with regulatory and transactional matters.

Mr. Nagle received his undergraduate degree from the University of Maryland.  He earned his law degree at Catholic University where he focused on communications law and completed the Institute for Communications Law Studies’ program.  He is a member of the District of Columbia and Maryland Bar Associations.
