Capitol Decisions Inc. was founded on April 30, 2000, by H. Stewart “Stu” Van Scoyoc, who remains the company’s President and CEO. CDI was created so that a select group of talented government affairs representatives would have an appropriate vehicle for exercising their skills in the most productive way possible.
Mr. Van Scoyoc had previously created Van Scoyoc Associates Inc., a larger lobbying firm with a more general client base, but CDI has always been envisioned as smaller, boutique firm that could focus with intensity on a select group of issues.
When the situation demands, however, CDI can call upon any of the dozens of professionals in its sister firm to address specific issues or to access specific actors in Washington and the Federal Government.
In effect, CDI offers the best of both worlds: the focused entrepreneurial spirit of a small firm, plus the reach and depth of resources of a larger firm.
CDI is a bipartisan, full-service Federal Government relations firm that provides comprehensive Legislative and Executive Branch strategic advice, liaison service, and advocacy. Today, CDI represents clients in such diverse areas as economic development, addiction-related health care, energy policy, telecommunications, and higher education.
CDI wants clients and potential clients to understand the full scope of Federal relations available to them. We begin with a thorough investigation of each client’s needs and priorities, and we develop legislative goals, both those narrowly defined and those that are longer-term undertakings.
We ascertain each client’s assets and critical relationships to identify the best opportunities to capture Federal support. We work tirelessly for the client and with the client, frequently meeting and discussing legislative activities and developments.
CDI has repeatedly demonstrated success in securing Congressional support and in helping our clients navigate complex Federal regulatory issues, as well as the grant and procurement processes. Our principals have substantial Legislative and Executive Branch experience and relationships with senior political appointees in the White House and Cabinet, as well as with Senior Executive Service Program Managers throughout the Federal Government.

Capitol Decisions Inc. is located at the Wharf along Washington’s Southwest Waterfront. Clients often make use of CDI’s meeting space for receptions and other gatherings, and clients are encouraged to think of CDI’s facilities as their offices while in Washington.
